You should check what your plan is rated at. If you're supposed to get higher than what you're getting, then try tweaking your router settings. Also consider third-party firmware such as DD-WRT or Tomato for further tweaking (very advanced users). If you're using an 802.11b/g wireless signal (2.4GHz), then move the router up high (should be anyway), and as close to you as possible (and/or any repeaters/bridges/wireless adapters). Try a parabolic reflector on both the router and what you use to receive the signal (if possible). Move the router away from microwaves, fans, etc. Use a different channel than everyone else in your neighborhood (try to get at least 3 channels away).
Other than that, just research.

EDIT: Also, take a look at InSSIDer to find out what channels your neighbors are using (if they're using 802.11n and you're on 802.11b/g, then you won't have to worry about their channels as much since they operate at 5GHz).

I have around 1.2 mb/s on steam. My plan is 12 mb/s download and 5mb/s upload. I'm like it, no complaints :D. And trust me that's not that bad.
Edit: Oh I remembered that I used to get around a extremely unstable 100 kb/s because of darn DSL. It kept on going off and on every five minutes or so. You really shouldn't be complaining, because that not bad download speed.

speedtest 31Mbit actual download speed 4.1MB/s average and the biggest I've ever recorded was 7MB/s idk what had happened to my internet but it only lasted a few hours and then it was fixed and my speed went back down to 4MB/s average download speed :D

First of all, people already told you about the difference between Mb and MB =)
Second, I almost always have 10 MB/s speeds, thanks to the Ukrainian Steam server =) Like this
Third, don't talk about SLOW speeds - there are people here who had 4-6 kB/s speeds in the early 2000s ;)

I'm getting 500-800 KB/s on average. I just upgraded my router today and on speedtest.net I'm getting 11 mb/s and about 2.1 MB/s from Los Angeles, which is where I told Steam to download from. Why is it so horrible? What do you guys usually get? This download rate is unacceptable...
