If the keys you're trying to create a giveaway for does not show up in the "create a giveaway" dropdown list then it has been removed and you cannot create a giveaway for it, this mostly happens to games that have been given away for free or games that have been exploited.

and remember to bump your ticket from time to time (just not over do it ), support ticket work like forum, the first one appear in the list get solve first . And after that ... it all about your luck to bump it in the right time that some mod currently look at it
