Steam gifts can also be sent via email, rather than through the trade system, so try both.

If not, I guess the answer is to try again later. Steam trading has been a bit dicky this morning, so perhaps that's part of the problem?

I think if it's a new account, gifts won't be tradeable or giftable for 30 days after the account creation or something like that.
