Indeed it could be that he never received the games. You can't check it, because it's a private giveaway. (Besides if you have the giveaway link, but with only 1-2 Entrys and Comments, it is very unlikely... i mean on the giveaway, not you ;) )

I think people just trying to make their odds bigger by making private giveaways - giving the url to a friend and then not giving him the game

Looks like someone using alternate accounts to try and boost their gifted amount to get into private groups or something. Report it.

As said above, you should report the user accounts involved using the Support link. Posting on forums doesn't solve much. It certainly looks like farming the value of gifted games on another account, for example to get into some private groups. I'm sure the actual account(s) and all the alts involved can be tracked easily by the mods, or cg (admin).

That guy is an asshole

First, it's not fucking tolerated. It's policy and it's been announced many times. Second, you do not call users out on the fucking forum. Why? Because if you went to Support, there would be little risk of harassment to the user. What if this user still had the games in his inventory, forgot to activate them for any number of reasons, but received 30 PMs telling him to fuck off and die? Don't think that hasn't happened before? You'd be very fucking wrong.
