They have always been allowed.

You just can't use HB codes.

There is technically only one banned giveaway and that's DiRT 3. You may not submit SpaceChem that is a Steam key from the Humble Bundle. These giveaways will be removed and the submitter warned. If the member continues, it may result in a suspension of their account. Exploited keys are also different and have been part of the rules for months now.

Generally because it is not a key. If it's a legit Spacechem giveeaway it would be a Steam Gift.

What if a user makes his inventory private? Also what about the other cases, when for some reason it is a key?
Just curious about how this would be enforced.

Most people should have their game gifting inventory private anyway, unless they want to be bombarded by a bunch of friend requests whenever their name appears in the latest received gifts column on the front page.

That's my point. If the gift inventory is private people can't see if someone has a Spacechem gift in there.
