Since I am on SteamGift, I saw few giveaways who break rules.
For example, member create giveaway of game he won previously on SteamGift, a won game who is not on his Steam account.
Most of this kind of stuff are related to Faerie Solitaire's game but also with others games.

Rule Breached : Don't trade, sell, resubmit, or give away games you win.

He may have simply enjoyed it and bought it to give away. Is it on his account? And yes, you can report giveaways that you think are breaching the rules.

Use the report button, and if its a general misuse user, then put in a support ticket. State the problem clearly. If you can, also provide links to their "Win" pages, their "Regifting" page and/or the persons steam game library, showing game is not present etc. Anything that makes it easier for mod/admin to swiftly process the issue.

EDIT: But make sure you do your research. If they've won a game, and it is in their inventory and they are gifting a copy out, then thats not a violation. Winning Multiple of the same game (over a significant period of time) for example. Winning same game within a short period may simply be that they won a game because they had multiple entries.

I just report the giveaway explained in this topic.
I have also a report on an user who created a giveaway of Faerie Solitaire that I won.

"If they've won a game, and it is in their inventory and they are gifting a copy out" - Rule : "Don't trade, sell, resubmit, or give away games you win."
So resubmit a game won is not allowed ? If not I might be a lil' stupid :)

The OP most likely made a mistake. If a user has it in his LIBRARY and is giving the same game from his INVENTORY, that's not a violation. If he, however did not redeem it to his library and is giving the won game, that is not allowed.
You can always report or submit a support ticket if you think the giveaway is not valid, you won't get banned for that.

We had some communication's problem cause of my bad english but I agree of what you are saying :)
I only report user like the guy who giving out 2 copies of Faerie Solitaire.

General rule i would follow is, if you suspect a violation, check the Faqs/rules to be sure. Then take action. Do not call the user out in the giveaway itself (Just hit the report button). If its a deeper issue, then make a support ticket. If a user has won a game, it is not in their library, but they are making their own giveaway of the same game, then yes a report is appropriate in my opinion.

For example, this user who giving out 2 copies of Faerie Solitaire right now, he's breaking rule ? He won 2 copies of Faerie Solitaire and he don't even have one copy set on his Steam Account.

Thanks you to support me. I was thinking I was doing it wrong.
However, the SteamGift's staff would create a pop-up of rules for new members or, program a system who doesn't allow the creation of this kind of giveaways.
