Yeah, I always use permalinks, if for no other reason than they're much shorter.

That's great. I think those who copy the address they are linked to think they are using permalinks too, since that was the "button" they clicked, hopefully this will make more users here understand the difference, linking to specific posts can be very useful.

Does the ID part of the URL change when the name changes?
Topic name inside the URL doesn't really matter.

That's just the link to the discussion, not a specific post. Take a long discussion where someone wrote something interesting as a reply to a message on the middle of page 17, and you want to link to that specific post. There's where the permalink becomes handy, and the address of the link you click and the one you land on are different, the second contains the thread name, and stops working if the thread changes name.

i only knew how to get the right click permalink version... how is it people were even getting the other version?
(sorry, i know this is trying to explain not to do it that way, but now i'm just curious)
edit: nevermind.. i asked before even trying something out.. visit then copy.. :S -- yeah, i always copied the true permalink, not the comment tagged version.. didn't even realize it changed the url after visit.

I use

to get to the last page of a discussion.
However, when the topic name changes the link doesn't work anymore.
Do you have any tip for that?

If you use it as a bookmark or something, update it with the new thread name?
No good permanent solution, but hopefully the thread names won't change often enough for it to be a real problem for you.

also, i only just recently figured out that you can click the green circle next to someone's name in the discussion page to jump straight to their comment, and when looking at replies to your comments, just hit permalink from the messages page to get to it - pretty sure i'm stupid (and not to lighten the significance of this post, truly is helpful) but i thought to mention it still xD

Let's use an example to explain what I mean. A good point to start would be a discussion that has been around for a while and has had a few name changes. The selfie thread comes to mind. Let's say we want to link to the first reply to the first comment on the second page. Clicking the "Permalink" text takes us to the following link:
https://www.steamgifts.com/discussion/AY14t/cake-day-selfie-edition-now-with-jbondguy-selfie/search?page=2#jN7Pocr
The problem is that the thread name is included there, and if the thread changes name, the link is broken, and will take you to the top of the first page instead of the page/post you want it to redirect to.
The trick is to copy the link address instead of clicking the link and copying the URL of where you're taken. So, right click the link and there should be some kind of "copy link address" in your browser.
Using the same example, this gives us:
https://www.steamgifts.com/go/comment/jN7Pocr
So, right now both these links go to the same post, but if the thread changes name only the second one will work:
https://www.steamgifts.com/discussion/AY14t/cake-day-selfie-edition-now-with-jbondguy-selfie/search?page=2#jN7Pocr
https://www.steamgifts.com/go/comment/jN7Pocr
tl;dr:
Right click "Permalink", copy link address. Use https://www.steamgifts.com/go/comment/jN7Pocr format, not https://www.steamgifts.com/discussion/AY14t/cake-day-selfie-edition-now-with-jbondguy-selfie/search?page=2#jN7Pocr format.
