yeah, similar one was here already quite a while back, it seemed just like steam page but after you try to login, it asks for your email password. you should try to report that jackass to steam, if its possible...

Those scammers are each day less creative... the other day was that scam that asks for your email password and now this one that asks to turn off steam guard... how can anyone be catch on such an idiot prank like this?
