No, a lot of times they're just new users and/or don't understand English well.
So many of them thought Creating A Giveaway = Asking/Requesting For A Gift. So I doubt they get suspended rightaway for just not understanding Steamgifts, especially given how this site instructions and Q/A section are still not very accessible to new users at the moment.
If it turns out that they purposely create fake giveaways to troll other users, then I'm guessing they will be suspended temporarily. Repeatedly doing that probably will get them banned.
Also, points regenerate all the time so it's not a big deal losing some or not.

Sounds like you are gearing up to try and exploit the site, asking if keys can be sent to your inventory instead of your library (regifting) and now this...

You can get keys from more than just SteamGift wins. Sending keys to inventory is just something some people wish they could do as inventory items are seen as safer.

So I've entered some giveaways for "Don't Starve" and I was wondering if the users get banned for not sending the game to the winner, and do I get my points back if I win and I don't receive the game?
