Don't. If they catch you, and they will eventually, they will suspend your accounts.
Safer (and legal) way, have a buddy buy it for you. If you don't have a buddy from the country of choice, head over to Steamtrades and find someone trustworthy (!) who can buy it for a small markup.

Well, if the game were, say $10, I'd wire him $12 via PayPal or Webmoney.

As for your UK friend's account, I'd advice to use PayPal to add funds instead of a foreign credit card.

Neither. i wouldn't recommend giving you Steam OR PayPal passwords to anyone :)

Ideally, he tells you his PayPal address. You wire him the money. He buys the game with the money you send him, and gifts you the game via Steam.

I want to point out that there is a difference between something that's against the EULA and something that's not legal. Rules != laws, just remember that if you break their rules, they'll pretty much do whatever they want to your account.

Inb4 what-if-I-use-VPN: Sure, if you want to always use a VPN to play your games, go ahead. Ping will probably suck, though :P

That is indeed a good question. I don't know. But frankly, I wouldn't wanna find out the hard way, when I can have a buddy pick it up for me instead and be safe. I like safe when it comes to my Steam account :)

You can't buy games from outside your country as Steam checks your IP. if it matches the storefront then the transaction will go through....or there are simple restrictions like buying using a credit card that muct have a billing address in a specific country (most likely impossible to buy a game in Russia with a card that has a billing address in United Kingdom)

Guys, I got very important question and need fast answers.

What if sb bought VPN in Russia and he sales games. He pays via WebMoney, his account is for Russian personal data.

What's the chances of banning him? If it will happen, will the games that he bought also get banned? He has there now 0 activated games, but he will add some, just to authenticate account in some way.

Publishers have been known to revoke keys that have been obtained through illegal or exploitative means. But, as long as the payment is legit, there should be nothing to fear, AFAIK.
