Don't. If they catch you, and they will eventually, they will suspend your accounts.
Safer (and legal) way, have a buddy buy it for you. If you don't have a buddy from the country of choice, head over to Steamtrades and find someone trustworthy (!) who can buy it for a small markup.

Well, it's your choice to believe what you will :)
I for one wouldn't want to risk my Steam account and the hundreds of games in it just to save a few measly cents when I can have almost the same saving using a method that definitely will not get me suspended.

Do note that Russian Steam does not accept Paypal so not anybody will agree to that kind of deal.

I want to point out that there is a difference between something that's against the EULA and something that's not legal. Rules != laws, just remember that if you break their rules, they'll pretty much do whatever they want to your account.

Then they will probably start wondering why someone with a 'russian' Steam account keeps playing using a non-russian IP address :) Valve aren't stupid.
Inb4 what-if-I-use-VPN: Sure, if you want to always use a VPN to play your games, go ahead. Ping will probably suck, though :P

If it's gifting to someone constantly probably. If it's just one game I doubt the system would alert them and they give a shit.

Should you be disappointed. In fact, it costs 299 roubles ~ $9 :D

You can't buy games from outside your country as Steam checks your IP. if it matches the storefront then the transaction will go through....or there are simple restrictions like buying using a credit card that muct have a billing address in a specific country (most likely impossible to buy a game in Russia with a card that has a billing address in United Kingdom)

What if sb bought VPN in Russia and he sales games. He pays via WebMoney, his account is for Russian personal data.
What's the chances of banning him? If it will happen, will the games that he bought also get banned? He has there now 0 activated games, but he will add some, just to authenticate account in some way.

Just for your information:
Who want to buy games from the cheapest region (ru / uk / de / fr) can add me in Steam. I will accept Paypal.
Procedure:
I tell you the price for the game you want.
I will get the game into my inventory.
I start a trade with you and show you that I bought the game for you.
You send me money via Paypal
I finish the trade and you have your game:)
I already send over 1000 gifts in my lifetime like this. The main reason, why I started this, is because everything is censored here in Germany. If you are interested just add me in Steam.

Let's say there's this game...
And if we use ?cc=xx <-- Where xx = another country...
Then if we checkout, will it convert the USD (or whatever is our normal/primary currency) and use it to pay the SAME (as USD) or CONVERTED amount?
Eg: http://store.steampowered.com/app/65800/?cc=us
vs
http://store.steampowered.com/app/65800/?cc=ru
USD = $24.99
RUB = 499 py6 = $15.32 USD
