What should I do now? I'm so stupid, forgot there's regional restrictions, my last GA was 4 years ago, I left the side for 4 years just came back 1 or 2 months ago, totally forgot about this.

And how do you know if the game is region restricted or not?

send some wallets to your (trusted) friends who live in the same country with the winner and tell them to gift it to the winner?

do you know how to check weather a game on steam is region lock or not? I tried looking at it, nowhere to be found.

Your problem is pricing difference, not a region lock. That is an entirely different system, a very flexible one.
Region restrictions are set and they are determined by the publisher when they initially release the game.
Pricing lockout happen based on the current price in all regions and how far they are from each other. Depending on inflation, they can change over time.

if you are buying games direct from steam store to gift, they will definitely be region restricted by price differences, with which region it depends on your country and the recipient's country so it really varies a lot. thus i would not recommend gifting by steam store purchases, it's better if it's an inventory gift (that lists all regions it's restricted to) or simply a key :)

steam doesn't allow storing gifts now, it's sad. The winner haven't replied me yet, I'm ashamed.

yep.. you will only get extra copies in your inventory if it's sold as a 2/4-pack etc ; im sure the winner will understand if you explain the situation, imo you have 2 options now: buy a key from external sites / what the others on top have suggested, or have the winner agree to you deleting the giveaway

I'll try to contact the winner to delete the giveaway and perhaps buy him some in game items with the price of the GA, it's currently 75% sale now. hope he agrees.

nope, you dont have to do anything after both of you have agreed to deleting actually, compensating for it in any other way is entirely up to your own choice :)

If both persons have access to the community market:

Creator sends winner an cheap individual item
Winner puts on an individual item for "recieve" as much as the game costs
Creator buys it and pays 15% more (than the region price)
Winner buys the game from wallet.

But depending on the region of the winner you pay a lot more than you originally planned.

No. Only repeated offences or intentional fake GAs get you banned.
Next time choose only your and cheaper regions as restriction in steamgifts.

Winner is from Europe ? You seem to be from USA and I see +23.49% price in Euro region for Guns, Gore & Cannoli (thanks to the $ = € in Steam's mind, yey). So yes, Steam denied you (price difference must be less than 10% if I'm not mistaking) :/
