First I find out more about the giveaway, talking to its neighbors, spying on it. Then, after I feel I know enough about the giveaway, I arrange an 'accidental' encounter. I bump into it at a coffee shop, or maybe a book store, they're all in the same place these days. Then, slowly, I'll gain the giveaway's trust, become its closest friend.
Then I go on the offensive. I'll slowly wedge the giveaway away from its friends, spreading rumours, turning small lies into offenses, turning disagreement into discontent. I will continue to move closer to the giveaway, driving it further away from them.
I'll then work on occupation, using this agitated state caused by this loss of once close friends to get the giveaway fired, either for lashing out at a superior or slacking off due to depression.
Familial connections are always the hardest, as they usually, no matter the condition, run deep. Still, they are the most abundant with flaws, those of which are specific to each giveaway, which I will exploit. Siblings are the easiest route, convincing a giveaway that it's creator cares more about another giveaway, possibly one of Skyrim or Arkham City, and work on from their. If the giveaway is the only one the creator made, I can still prey on the frivolous or uncaring nature of the creator.
After this, I will be the only one that the giveaway trusts, and all its secrets will belong to me. Then, and only then, will I strike.

Done. No other criteria needed, points are irrelevant I've never had less then ~180 points in months. Similarly when the giveaway is ending doesn't matter.

When being public giveaways, i try to be cautious about it, picking games that dont worth much, or have an avg of entries around 400 to 600, as my win expectancy is not very high on those.
Usually i have a poll of around 60 to 100 points every day, which is more than enough for me to use.
Personally i was looking to try Faerie Solitaire, and want to get a coop game like Left 4 Dead and the 2nd, so i enter those indiscriminetly, and as i was refreshing, i just realized i won a faerie solitaire copy, out of 1600 entries, which is pretty nice :)
When looking for games, i usually look for those that meet the prior criteria, if i dont find any, i look according to my wishlist (which i should update btw), hoping to find Bastion or something similar, if i dont find anything... i just simply dont spend my points, entering every giveaway for just the sake of doing so is not productive for me, even if i can win.

I drop a few pipe bombs and wait for the giveaway to show up, then I fire off several rounds to get its attention from near cover. When it cloaks and charges me, I maneuver past the pipe bombs and draw it over them, then BOOM! My squad survives.

TL;DR: Spend hours strategically picking giveaways, draw up a series of graphs and calculate the probability of winning. Do some irrelevant math work to make it look like it's a big deal then enter.

Group giveaways with less than 300 entries or a random pick of a game you'd like, if the giveaway you entered ends in a week or so, you'll forget about it eventually, and there's that awesome feel when you win something you don't remember entering for or simply didn't expect to win. ^^

I only enter for games that I know I definitely want to own, so sometimes (like right now) I sit at 300 points and don't enter anything.
I could enter things that look vaguely interesting just for the sake of spending points and maybe actually winning, but then I would win a game I don't overly want when it could have gone to someone more deserving. So I don't do that! :)

Also Steam hasn't always recorded time played on games, and doesn't always record time played. For instance I have beaten The Longest Journey and no time is recorded for it. Also you've counted DLC or expansions which never really record time, and games that I have beaten on other platforms like the Max Paynes, or games that I beat before I owned them on Steam like Gothic 2. My number of unplayed games is actually closer to only like 20.
Lastly, you 'haven't played' 23.5 % of your games either according to Steam, so why the funny emoticons in my direction? I've only 'not played' 19.3% of mine! :P

That's an unfortunate human problem, not necessarily the site's. An immediate solution would be to have screening requirements of your own giveaways and make them private/group events rather than public. At least then you wouldn't feel like your generosity was taken for granted. You have a right to have expectations and to have those expectations met.

And how often do you not have enough points to enter a giveaway before it ends ?
Mine is to enter any giveaway for a game that sounds interesting enough that I'd try a demo (if one existed) and is 20 points or less. If it would cost more than 20 points, then I won't enter it, even if it's on my wishlist.
Apart from my first day here, I've had enough points to enter every giveaway that meets my criteria. Sometimes I can enter them all and have points left over, other times I can only afford to enter the ones ending in the next day or two with the rest having to wait.
