Apparently the Chinese store is (sometimes) cheaper with no region locks

Cheapest GTA V in China

The next Russian store maybe? There is no possibility of region lock for now since the same SteamSubID is being used. ROW with no region locks.

It's official now.

My grandma is going to help me buy Steam games. Or my DOTA playing uncle, or whoever is living in China right now, AKA half my family.

The quest for cheap steam games will never stop.

China still blocks certain games from their Steam store. For example GTA IV, Bulletstorm, and Bad Company 2 are not available. I was very surprised to see GTA V available.

Not sure about BC2, but the other two use GfWL, which may be the reason for that.

BC2 doesn't use GFWL. What's weird though is that they sell the Vietnam expansion but not the base game.

Also, don't worry everyone - you can buy Democracy 3 from the Chinese Steam store...

This is the only game I have ever seen that wasn't the full American USD price. Here in China it is just a ROW/Non-region, that is why you see the price in USD at all, instead of RMB.
