What happens when you mark a giveaway as "Not recived"

The one who didnt get the game will be fine - gifter will lose 1 slot of hes giveaways so if hi had 10 for instanse now he has 9

it means instead of 10 gift he only can make 9 giveaways

Best thing is to contact the gifter before marking it as Not Received to see if you can find a solution for it.

Just to be clear, you gave him 7 days to deliver the key to you right? After that you contacted him and he didn't respond? If both are yet, indeed mark it as not Received.

He cant mark not received if it havent been 7 days. Its not his job to contact creator either.

No but it's a nice thing to do, same as when you get a duped key, contacting can help

Of course you should contact when getting a dupe key because otherwise how would creator know. But if it hasnt been delivered in 7 days you can just mark it as not received. If creator decides to deliver the game you can change it ot received.

I just think there is nothing wrong with asking a gifter where the game is before marking it Not Received, that's all, after that you move on.

Nothing wrong with getting in touch with a gifter before marking it as not received, we are a community and should communicate accordingly. ;)

thats right :) but you need to wait 7 days before click on not recieved maybe gifter has a issue and will send the key or gift within 7 days ..

if not yep thats what happends

Just to clarify you need to complete 3 giveaways to get one new giveaway slot.
