It's not just that, but people outside of the US are paying much higher prices for games, yet on SG it still counts as they've paid the US price.

Yeah, I know. It does suck, but that's the way it is. If SG was to be updated so that it would record the specific prices of each game for each country for THE ENTIRE WORLD, the registry would get a bit ridiculous and complex.

Plus, people could use it to their advantage and, for example, put that they bought a European version of the game for $10, put it up on steamgifts, and then get the credit for it. But in reality, they just bought it for $5 in the USA but its region-free, so it doesn't matter to the winner. In the end, people would abuse it so they could credit for gifting a game at a price they paid less for, which is just as corrupt (if not, more corrupt) as the current system.

Are you saying that fortix is not a real game?

It's as real as a game as anything. It's just that gifting a one dollar game to the public is not as gratuitous as gifting a $10 game or more. Granted, its still nice, but not anything extraordinary. Same goes for me. I gave away a $1 DLC because I had really nothing to do with it. So I gave it to the community. Now if I were potentially giving away Skyrim, I'd have to really think about it first, and see if my wallet could afford it (and then think about it again)...
