same here, i wonder should call us the lucky or... not lucky to win this ?

I'm letting anyone who was a member of the site when the giveaway ended in. So, if you didn't enter at all, you're allowed in...
Which is probably too open. What does everyone think of allowing non-entrants in, but only if they have a certain contributor level?

I don't know what the purpose of this group but i'm guessing you don't want 1000's of people in it. Limiting it to contributors is probably the best idea.

Does it help if I say Galactic Arms Race isn't that great? It is a gimmick (randomly generated weapons) with a weak extra mechanic (you can tweak patterns to improve them, but the underlying mechanics are obscure enough for such attempts to be blind trial and (mostly) error) and it is housed in a relatively weak overhead space shooter (the game so far is no Drox Operative, Armada, or even SPAZ).
Edit: Okay, yeah. It probably doesn't help. If I hadn't won a copy, I wouldn't really feel better about losing if someone said that. But I'll leave the comment on the off chance that it does help someone feel even a bit better.

The trial and error aspect for this kind of thing is part of the fun, but after it's all figured out, I agree there's not that much under it (especially as weapons only affect colour/pattern rather than damage). I found it an enjoyable game - reminiscent of a few games from around 2000 - but there's pretty much no sense of balance and the gameplay doesn't really go anywhere. It's one of those games which I think is more likely to be the inspiration for a brilliant game in the future than to ever be brilliant in itself.

Personally installed, 2 hours played, 9 of 56 achievements obtained.
Unfortunately, I can't see an achievements page for it, so I can't see how many people have gotten the first achievement. Attempting to "View all achievements" simply goes to my profile page. The game does not show up in my profile play list. Attempting to use any of the other library links like "Community Hub" simply goes to Steam's store front page. (I've seen the same behavior in another officially unreleased game that I've tried.)

This is because the game is not currently on sale on Steam so they don't have the proper pages set up for it.

Two things:
Still looking for feedback on if people who didn't enter the giveaway should have a contributor value requirement. Currently I'm allowing anyone who was a member of the site at the time and didn't win it.
You guys make me want to make a keyboard shortcut to type the word "invited".

A group!

Even relative certainties have losers sometimes.
In early February 2013, Steam Gifts had a giveaway for 25,000 copies of the game "Galactic Arms Race". 16 percent of entrants did not win the game. This group is for them.
