I believe "banned" means a user can no longer contact support or do anything with their account, while "suspended" means they can still contact support. Most likely, Konrads was probably banned due to harassing support through tickets.

Unlike my previous "Whitelist me" and "Blacklist me" threads, I'm not really joking this time. I just noticed that the Summer Sale put me over 3000 games on my account, and I've decided I'm 100% done accumulating a grotesque pile of shovelware that I'll never play.
I'm sincerely asking the mods to be perma-banned from SteamGifts so I can't come back later when I feel the itch. Gotta quit cold-turkey on this one.
