for older games I highly recommend the following games, which are all quite different:
Amnesia Dark Descent (atmospheric; play in the dark with headphones for maximum effect) Penumbra is by the same developer and also quite good
F.E.A.R. (action / FPS with horror elements) note: the first game is by far the best
Outlast (lots of jump scares)
Resident Evil series (survival horror; more of a middle ground between the other 3 horror styles) people can argue over which games in the series is the best; There are big differences in style from I to IV to VII, let alone the offshoots
The Forest (Survival Open-World Crafting Sandbox)
Honorable Mentions
Left 4 Dead or Dead By Daylight (asymetric multiplayer shooters) Killing Floor is a fun variation
Alien Isolation or Dead Space (survival horror in space) I believe Prey is similar and better
The Evil Within (survival horror; comparable to Resident Evil series)
Dead Rising (basically Dawn of the Dead in game form) Dead Island has a similar feel

Dont look for anything new, horror games barely get made anymore, you need to consider all existing horror games, not just new games. Your little brother is 18? That means hes a young adult. Consider a game called Condemned: Criminal Origins, cant believe nobody has recommended that.

If you are looking to get scared and satisfied:
- Play Dead Space 1 and 2 back to back (Play Dead space 3 on Origin if you get the Awakened DLC)
- Play Amnesia: The Dark Descent (Skip A machine for Pigs as the sanity meter was removed)
- Play Only Resident Evil 4, 7 or 2 (The rest are not scary IMO)
- Play F.E.A.R...(You can play 2 and 3... but its not the same)
- Play SOMA

Do please play those Resident Evil games, id recommend all of them but if you want a pure horror scary expierience, only play those, and Resident Evil 6, if you play Leons campaign only, thats the scariest one. Id also recommend Silent Hill Origins on the PSP, its fine wether you want to emulate it or just watch on youtube but its a lovely horror game.

Just wanted to add one more game:
It's also free (although there is an improved paid version), and it involves going through 1000 floors of the mansion. It has references to other horror games. It can be a bit repetitive though, so I can't guarantee you will like it.
Also totally 1 up the Amnesia: The Dark Descent recommendation, that games is a classic!

System Shock 1 & 2 - both older games, but many scifi horror games were heavily influenced by these.
Lone Survivor - pixel graphics with a Silent Hill vibe.
Some RPG Maker options - simple graphics, but some decent psychological horror

It is in my opinion one of the best games in the series. It is quite scary. It is well made with movement and controls. The graphics are really nice. For the original, the music is nice and the setting is nice too.

The atmosphere, like I said. They nailed the whole "survive in a haunted forest" aesthetic. The sound design is superb; the characters and dialogues are all delightfully macabre, not to mention the plot and questlines (as well as the choices you have in those questlines); the entire world has a very sinister feel through and through without resorting to any cheap tricks. I think it's great.
