Yes, but it will be in Russian. You can download language files to change that though.

wrong - will work with fm2011, but not with fm2012 and I guess it's the same with fm2013, language file has some kind of checksum

I'm sure that you can replace the language without any harm. The game is blocked in Germany (thanks, EA!) and still people can play it with language files. However, you should check, if you can activate the game.

Its not EA blocking them. Its the DFL. Remember when PES had teams that resembled german ones? They were trying to sue them for that and everyone else since then.

It is region free but Russia has it's own version which apparently doesn't drop trading cards for some reason.
