It would be so surprising to see it on steam. Biggest reason why it didn't appear was fight between EA and Valve about who should get money from DLC - EA wanted to only use their in-game shops to get all money, while Valve wanted some of it for themselves. But with BF3 Premium which will have all DLC that won't be an issue.

Don't listen to all of those people, those games aren't on Steam. :P SteamGifts just allows giveaways of those games due to popularity.
