standard website rules apply, no-one likes referral links, and yes, you will get banned if you try to put that somewhere.

You have to have unused steamgift or an activation key for the game you are giving away
You can just copy winners e-mail from the steamgifts into steam. Go to inventory / send gift / via e-mail / ...
Do not post referral links.
