Simply report them and/or write support tickets if a user does a lot of bundle-key-giveaways.
Not much more you can do about it.

By the way, does anyone know if reporting giveaways that have already ended matters? When I see someone gifting, say, Razor2, I might give them the benefit of doubt; but when I see them adding Making History and Ironclads a week later, I usually report even the long-closed Razor2.

Common sense dictates it can act as a good "proof" that the submitter is a poo-poo-head. It would be nice if someone could clarify if it's actually useful or not though.

you could also report the person to support with the exact details (not just "there is a guy that creates bundle giveaways...better link to the user profile and describe that you think they are bundle keys"). Also give this person a chance,write in the giveaway comments a link to the rules and tell him that giving away individual bundle keys is not allowed. Many ppl don't read the rules...some don't care about them

Erm ... whenever I linked the FAQ or quoted from the FAQ in a obvious bundle giveaway, I had ppl all over me screaming "Don't call out users in the giveaways" ... so ...

I personally think it's a good thing, to link the rules, so the giveaway creator knows why the giveaway will be removed, but it's annoying to be called a rule-breaker yourself by others for doing the right thing, so I stopped it.

If it's obviously from a bundle maybe report it, but if it's not OBVIOUS, then leave it alone.
