Why would you do that on Steam forums? It's against ToS, it's obvious not to do it there. There are many places in the world you could sell it without Valve noticing :P

TL;DR: Nobody would buy your account for 100% value and I doubt you would sell it for 10% even if those 10% are $10k.

On the other hand the buyer would be pretty stupid to buy a account for 100% of the value (or even more). That's just pointless since he could just create a new account and buy the games himself. So if you would find someone who is willing to buy your account it would be for less than the actual value. That's where the question comes into account what percentage you would actually get and for what you would sell it.
