If I ever decided to do something about the timesuck that is my Steam account, then I'd probably sell it for very little.
But I doubt I ever will. Even if I get too busy to play (hoping soon, actually), then I'd still want to come back and blow off some steam (groan) every now and then.

Since games are a depreciating "asset" it would be interesting to note what real market value on a collection would really be as a percentage of "retail value". I'm thinking 20-30%?

Hm, I don't think the "retail value" matters here. If I buy a boxed game for $30, yes, I would probably try to sell it for $8 or so. But since Steam prices are changing over the course of time I guess you can just stick with the value you get from sites like Steam Gauge. Now you only have to lower the price enough to find someone who would buy it, because if you sell it for the full value the possible buyer could just buy the games himself. But who knows, maybe you could seel an account worth e.g. $1000 for $800? The buyer would save 20%. But I guess this wouldn't work unless you are very lucky since he can get another account for a greater discount. So here comes the common supply and demand into account. It will probably also matter that the buyer won't be interested in every single game he would get. So a possibility would be to pay the value of the games the buyer is really interested in and he get's the other games as bonus. Of course this would only work if he is interested in more than 10% or so. In the end I guess you could get around 50-80% of the full (current) value, depending on your luck and selling talent.

Ah, yes. My 20-30% was in reference to purchased value. So it would be lower as a percentage than current retail value, which would be lower than original retail pricing. Obviously each user will purchase some games at closer to original retail and others well below (bundle up!).
I agree that the account would probably go for 2/3-ish of current retail value, assuming you found a buyer that was interested in the majority of games one owned.
The last part is just a matter of finding that buyer, much like a used car. Red is the least desirable color to some and the most desirable to others. :)
