Because it only has 50% discount, whereas the games have 60%. And well, because Ubisoft.

This kind of stupidity happens a few times.

there's some sort of glitch with the AC games, I have both the canadian store and the US store open. Unity is 10 dollars more expensive in the US then in Canada, plus one is 60% off and the entire pack is 50% off. Math.

It's something they do because they are jerks. Or because Steam likes to screw with people
Also, Capcom did the same, kind of. http://store.steampowered.com/sub/18253/
You are better buying the games one by one rather than buying the games in that pack, Also, in other cases they screw up and you can get a package with multiple games/DLC's at the same price of a base game. So it's good to keep an eye on those little things. ( CS:GO is a good example. Package is cheaper than base game and it includes a bunch of stuff http://store.steampowered.com/sub/54030/ )

I'd be more curious why does it carry the title 'Assassin's Creed Pack' when it is actually an 'Assassin's Creed Rogue | Unity Pack'…
I know Valve doesn't really check how publishers put their stuff up on store, but come on, nobody at UbiSoft saw this and realised that hey… slightly misinforming title there?
