yes but he enters private groups where you are obliged to make a giveaway, usually there are around 20 people in the group so its an extremely big chance of wining

But there are.
More you give more you can enter contributor GA with big amount (so, less entries). And there are a lot of steam groups where members have to create GA, so only members can win, so again less entries.
