AFAIK, they can't. CD-Keys on Amazon are sold exclusively for US. At least I can't buy them from Switzerland.

As long as you can provide a US billing address you can. I have done so several times. And I'm sure there are some "random address generator" things around that could help you out. Still doesn't give a steam key on this particular title though.
