ask steam support to remove the RU copy. worked for a friend of mine who got his cut borderlands removed so he could activate the uncut version. but if I remember right steam support said something about "but this time only" or so but it's worth a try I guess.

They always say "this time only", but do it anyway. They just want to cut down on the people sending in requests needlessly.
This is one of those "shut up and take my money" things, and Valve is always willing to comply.

Yes. When you buy a digital download from Amazon just set your primary address to a US address and it will process fine. Set the address to a hotel or something. Only the country and zip code has to be valid, the rest can be made up or your actual address.

The .com of Amazon is made for the US and doesn't need to cater to other regions. I think that alone is pretty much everything. They can't use paypal considering who owns it and they don't need to move from the debit/credit cards since well.. a lot of people own them here. If they don't use/trust them for online services then they can go down to a store and buy a giftcard like Visa sells.

Instead of complaining about the payment options you should complain about having it localized into other regions of Amazon.

I did complain about the localisation: US-only. What's the difficulty to bring only one deal in EU, too? ...at least Amazon begins with support downloading games here.
And btw. there is no option for buying giftcards. They're region-restricted -_-

you can buy from amazon only if u live in us,
but if you will say that you live in us you will be able download with no problem,
and if someone askes,the games that are for donwload and steam requires is free region.

For those not from the USA. You can create an account with the US address (for example: Alaska for no taxes). Buy the game and activate the key on Steam. What I don't know: Can you buy the same game twice?

Nope. That's for sure. When I bought Darkness 2 I wanted to buy it for a friend of mine but amazon said "You already own this game". You can buy multiple copy of retail games, not downloadable.
