It was for me, at least. Old keys don't work, but new packs will include a steam key for the game.

Just to be clear, "Costume Pack 1" is free DLC and always comes with GOL. It doesn't show up in the store as a DLC in the store either. It will only show up on your "DLC" list after you've purchased it

Yea I created an account with US address, bought 2 games and on the third game they told me my account was on hold until I verify the billing address. Made another account, that one is on hold too lol.

find someone who have gift-cards. I did it, paid him 8$ paypal and he gave me 8$ equal amount of giftcards (6x1$ + 1x2$).
But you will need creditcard anyway, you wont be able to pay for anything withour CC attached to your acc.

You can get a prepaid one, works the same as paypal.Put money on it, buy stuff.
You can't buy more than what you put on it.

Both visa and mastercard have it.Might not have it in your country tho.Just google prepaid visa.
