I dont't think so if there's no new uptade or something.. I mean there's no option like this in trade program but if you ask in general ofcourse you can talk to trader about it..

But you can buy TF2 keys, CS:Go keys, ToDs and many more. Ppl use it as some kind of currency so this is the way to "trade your wallet" money.

yes, keys are cheaper outside of steam market, but, it's the only way to trade using your steam wallet.
So, if you build up your wallet by e.g. selling cards, it can make sense (especially as sales outside of steam are more frequent and sometimes much deeper than sales in steam)

+1 SEA problem, so good to know someone from Vietnam. Wallet is only useful to buy some trading cards and some games during flash Steam sale. Over!
