I'd suggest the current level you're in, like if you're level 2, level 2 giveaways, if you're level 8 level 8 giveaways and such.

But thats my way I'm sure theres other options.

Depends on you,if u want less rerolls/rule breakers probably at lvl 2/3
The more valuable game the higher the lvl,also u have a option with sg tools with plenty more requirements you can put on your ga's

Depends on what the game is to me. I feel like better reviewed games go to the higher levels. Then bad reviewed games or Bundle spares go to low levels... where I tend to fish for rule breakers that haven't activated their wins or have multiple of the same game win :3

Glad to see you have a good understanding of how the site works less then 25mins after joining. ^^ Most people would of asked this in a much worse way then you have "how i level".
Personally I like to choose the level of each giveaway according to roughly how many people already own the game in question. If it's a game that 127 "steam friends" already own it ends up going to lower levels, or if it is a game that only 24 "steam friends" already own it ends up going to higher levels. But there is no wrong way to do it really. Whatever you decide. ^^

I make them for all levels and try to spread them out.

I'm gonna be the strange one here, but I understand you're actually asking what level you should aim for your own profile.
I would say level 2-3 is a good starting point; they are relatively easy to get to, and you increase your chances of winning by entering higher level giveaways.
