Well, then don't you think knowing the rules or at least having some experience would be a good idea before giving advice? You might give the wrong advice, which would not be nice at all. For example your answer wasn't very nice towards the gifter.

Wait for the suspension to run out, unless the person giving the gift finds an alternative way of giving it to you. That's all you can do. You don't have to mark it as "not received", and your win won't be visible to other people until you mark it as something.
If they don't want to give you the gift after the suspension is over, then mark it as not received.

I think this is the best answer. I thought about trying to contact him through Steam, but if he is suspended and can't send a link, I'm not sure he can even check the winners of his giveaways. Then I'd just be a random guy claiming to have won something from him...

obviously, add him and try to sort it out - you can't expect to get the gift, since he cannot see the winner, but you will see at least if he is willing to hand the gift after the suspension is over and for how long is he suspended.
I wouldn't tick either the "received" or the "not received" boxes until his suspension would be over, but that's just what I'd do.

So long as you don't mark the giveaway as received you wont get in trouble for not activating won game. But it seems to me you're worried about what people will think when they see you didn't mark as received on your profile. You don't have to worry in that case either, so long as you don't mark the game as either received or not received I think the win won't show up on your profile, or maybe it doesn't show up so long as he doesn't click on "send".
You could contact him on steam and provide him with a screenshot proving that you're the winner of the giveaway and ask for the key.

No idea why he was suspended, can't see anything bad from his profile.
But somehow he got himself suspended for two weeks.
It's already 5 days since I won, but I don't want to mark it as "Not Received" since he probably can't add the code until his suspension expires in 6 more days. On the other hand, I don't want it to appear I'm not activating my wins in a timely manner either.
Any suggestions? Has anyone encountered such a dilemma before?
