That's what the announcements are there, are they not? If he asked a question that hasn't been answered and discussed a million times in the week since the new version was launched, I would have tried giving him a more informed reply. Since the OP is too lazy to do even the most basic of searches, he's deemed a lazy answer.

http://www.steamgifts.com/about/guidelines is a good place to start for some guidelines on how to do things properly when gifting and all that jazz. You do not want to make a mistake of regifting or try too giveaway illegitimate items. In order to level up, you will have too giveaway games.
