I've NEVER seen any business allow two different discounts together. It is implicit that you're not allowed to do that... coupons apply to full-price products.

Winter Sale coupons worked on games that were in sale, so they do normally allow it.

Well, I wouldn't know about that. I've never even used a coupon, ever.
What I do know is that Valve explicitly states that this is allowed, unless the coupon itself says otherwise.

They were changed well before the Summer Sale started. Did you really think you'd be able to use it during a sale?

That's wrong, they were changed a few hours into the summer sale. Some people managed to get the extra discount (66 % I think it was plus the coupon).
The super greedy people (yes, me too) who were waiting to take full advantage; 75 % + 75 % are now left without it. You snooze you lose, they say :(

Now that's just not true. Some people used it already for a combined 66% + 75% discount.
And uh yes, of course I thought I could use it during a sale. The Steam KB says that coupons work on already discounted items unless noted otherwise. The coupon had no such restrictions when I first got it.

The publishers have posted on a Steam forums thread about it, saying something about how it was Raptr's fault (lol?) and they didn't mean for the coupons to be applicable with the summer sale discount. Too lazy to post a link but it's on Serious Sam 3's forum section under a thread about the coupons.
Still, stupid buisness practice on their part. You give out a 75% off coupon for your expensive game right before a huge sale on said game starts, and those people who got the coupon expect an even bigger discount with the coupon (as is true anywhere with coupons- grocery stores, Steam store regularly) but do not deliver and instead piss off your customers. I think that results in LESS sales even. It would've been a lot smarter on Devolver Digital's part to just let a lot of people get the game for $2-$3.5 (thus stacking your sales) instead of a few people for $10-$13.

Serious Sam 3 is now a daily deal at 75% off, but the Raptr coupons have been changed so that they don't work with other discounts anymore. Yeah.
