It should. HB only describes the key as Diluvion, though searching shows it is meant to be the fleet edition with soundtrack, artbook, and submarine.

I'm kind of confused by your comment. There's two listings on HB, which did you purchase?

Neither.

To clarify, the key I received as a bonus from something else outside of HB and is provided through HB. My list of keys on the HB site only labels it as Diluvion and not Diluvion Fleet Edition, though the source information states it as Diluvion Fleet Edition.
