Aside from this sub, all the subs for Hitman 3 seem to be set to "AllowCrossRegionTradingAndGifting=No".
Thereby, in theory, Hitman 3 can either only be gifted within the same region (eg, NA, EU, SEA, etc) or to all countries except the ones blocked within the linked sub. Germany's not covered by the ROW sub, so if there's any gift that restricts Germany, then it'd have to be one that'd affect all entrants outside of the creator's specific region.
Further, going off SteamDB's listings and confirmations (as to what "AllowCrossRegionTradingAndGifting" entails) pulled from Google'd sources, there shouldn't be any region-free version of Hitman 3 available, so in theory this giveaway is mislabeled. I can't find any threads specifically confirming that as true for Hitman 3, but it is worth noting that all past giveaways on SG have all either been region restricted, group restricted, or deleted.
Going off Sextasy's Steam Profile info they're presumably gifting relative to the EU region, so you should be safe for this giveaway regardless of how the underlying mechanics actually work and regardless of which sub is being offered (most others, however, potentially would not be, so it may be a safer option for Sextasy to recreate the giveaway to EU-only).
TL;DR, Going off the available information, Hitman 3 seems like it may potentially always be region-restricted, be that either by locking it to the region of the gifter, or in a way that blocks (in an at-a-glance summary of the sub linked above) South America, Central America, RU/CIS, Carribean, and Ukraine.

I didn't think it did, actually, but multiple Google'd sources suggested the contrary, specifically referencing it in relation to keys. It's of course possible that there was some confusion on causation from those making the assertion, similar to how Hitman 3 does have a region restricted key available to it (which could get confused with the crosstrading marker).
The deleted giveaways on SG were actually more what made me second-guess my previous expectations on that, though. So I guess this giveaway, once it ends, could maybe offer up a better reference point on that.
