In both gaming news articles and steam store listings I've witnessed the retro tag applied quite liberally, and from my perspective, inaccurately. I put it into quotes because there isn't a very well established definition of what it means as it relates to games, and many players have their own interpretation.
I had to look up Dreamweb and Ascendancy, a shame I missed them when I was younger. Dreamweb in particular looks like something I'd enjoy.

I am going to nominate my top 7 retro games below
Jazzpunk (programmed by a pair of weird guys in Canada who watched too many Leslie Nelson and 50s sci-fi movies while chewing weed brownies)
Super Grave Snatcher (never has necromancy been this much fun...on a budget!)
Paradise Killer (come for that sexy goat-headed celebrity, stay for the bizarrely shocking murder mystery)
Hypnospace Outlaw (the vision of what might have been)
RogueJack (the one true card playing roguelike video game, all others are imposters)
Mindscanner (If Arstotzka founded space colony and adopted mind-reading technology
Monster Sanctuary (stroll your way with your monsters throughout the wild into a sinister conspiracy)
Nota bene: Just over half of these titles are pixelated and the rest use from deliberately obsolete 3D graphics to imitate earlier generation of PC games. Paradise Killer and to some extent Hypnospace Outlaw use vaporwave aesthetics. I hope it helps you determining the definition of "retro."

Thank you kindly for the recommendations and their amusing summaries. I've added Paradise Killer to my wishlist in large part due to your description. I've played Jazzpunk and enjoyed parts of it, while Monster Sanctuary is resting in the backlog of my Steam library at the moment. Best of luck on all your current/future entries.
