How to check someone for a DLC? They don't show up under owned games...?!

you can ask the winner to send you an screenshot of the steam storage page, showing that he/she dosnt have the game

If he/she have the game it shows with the green mesage, like this:

there you see the name of the winner and the game on his library or not
