This is complicated. Scientists talks about expanding of the universe and this is confirmed fact. If the universe expands and light are still moving with their speed, so light are fastest that light speed?

It's called the Mercedes Paradox. It does not happen with BMWs or with any other car manufacturer. It's the exception that proves the rule.
