I think you'll be stuck with it, in a way. You won't be able to buy Fallout 3 again, since it'll be in your library, but you shold be able to buy the GoTY edition, since it's a different game. I'm sure Steam Support will be able to help you if it comes down to that. :)

No that happened witch CoD:MW2 for me, i bought it from germany and it has almost no blood and the mission in the airport is not in the game

It's low violence version. No dismemberment and no exploding robots and it's only available with German language and not English.
