He means that this is probably an individual key from a bundle. Still, calling out users is against the rules too. Just report and move on, that's what I do.

It means that if you have a NON-BUNDLE copy of the game (gift or key) which is actually in some bundle you should wait until bundle is over to make a giveaway. And this is 100% key from a bundle.
