I'm pretty sure the only way is to add the winner on steam. Then add the game or DLC to cart, select "Purchase as a Gift", then click "Send my gift directly through Steam". It will say who already owns the game (you don't have to complete the purchase ofc). It's a bit of a pain. :/ If the person doesn't add you/respond after a week you can ask for a reroll from support.
