Considering the Resident Evil titles are highly region restrictions you should check for the restrictions of your key and make adjustments to this cart (and inform the creator of the previous one) accordingly.

Right. And if you check the apps included in this sub you'll see that there's lots of region restrictions for them. For two regions there's even no version available at all.
We're dealing with ticket for these games a lot, especially after the recent bundle and users ignoring region restrictions. I hadn't commented if there wasn't reasonable doubt that this is a gift that will work for every user no matter where.

Thanks I will double check the key. But looking at the apps in this sub I do not see any restrictions. I'm I not looking in the right place? Typically it will have a big red box that says known restrictions.

Nah, you're good. Restrictions are in the subs, not the apps. And your sub is unrestricted. It just can't be bought in Russia or Saudi Arabia directly on Steam but keys are fine.

It doesn't say it can't be activated. Just doesn't have a price and can't be bought...
For example if it were to say the following... Then it can only be activated in US and Canada.
