It's a bit more'n that. It's basically a way of calling someone 'buffoonish', 'foul-mouthed', and 'crude' all at once. (Versus your definition, which would apply simply to 'foul-mouthed'.)
Moreover, the behavior associated with it has the characteristic of being abusively insulting [ie, the crudeness/insults are directed at someone. So it's not just simply being foul-mouthed and cursing a lot, it's actively directing those curses at someone.].
You know that stereotypical thug imagery [popular in anime], where they come in and crudely hit on a random woman on the streets, act all buffoonish, and are insulting and explicit?
Yeah, that's a good example. :P
Another'd be "Your scurrile jests are easily ignored." where you're basically saying that they're trying to incite you by making crude, insulting comments in a buffoonish way [ie, if someone is crudely and exaggeratedly insulting your lover to try and get a rise out of you].
