Most GPS systems would display an incorrect location by at least a few kilometres if not for Einstein's theory of relativity, due to the difference in time flow between Earth and our satellites.
At least with these games there is nothing the USK could do...they have to obey the law and it's forbidden to have Nazi symbolism outside of the contexts of "art or science, research or teaching".
Unless we get an official precedent in court ruling games as art, there is nothing they can do^^
And otherwise they have been pretty lenient towards brutal games in the last couple years.
Not to say that it couldn't be better (I hate those regionlocks too), but not all the hate/frustration that exists towards the USK in germany is justified. :)
Probably works as with the two predecessors, too: activating with VPN and waiting for three months, no restriction anymore.
However, using VPN (even for only activating) is forbidden by Steam's ToS, os you might not want to use it.
