If the winner mark the game as received he can be suspended for that. Although, he could also to mark the game as not received. After all, the giveaway is for the collection version.
So moderator said, that everything is fine and my giveaway is already for the basic game.

I think that Steam will maybe the winner give edition with all DLC as the "Collection" edition.
contact support, maybe they can "fix" this by adding the base game.
giving away the collection could get the winner in trouble since they won't own the dlc.
Someone correct me if I'm wrong but I think you can get suspended for giving away the basic game when your giveaway is for the collection.
