Two things you should be aware of, metoxys. First, this rule: "Do not call out submitters in giveaways. Please click the report button or submit a ticket, do not comment on the giveaway claiming the giveaway to be fake." And second, Steam gifts are hidden by default in the inventory. A user has to deliberately alter the settings to make them visible, so "I don't see it in your inventory" is hardly evidence.
He already made some contributions to the site, even if it wasn't in his inventory I would doubt he would create this as a fake giveaway just to get a bad reputation.

This giveaway looks fake to me. epsons doesn't have Skyrim in their inventory and not in their played games, but in the wishlist.
