You should check the winner by adding them on Steam, and then go to http://steamcommunity.com/my/friendsthatplay/259380 and see if that user is showing up as already owned in the list (their profile privacy must not be private). If the winner indeed owns the DLC, then you request a re-roll.
You can't prevent those who own this DLC from entering this giveaway, as the Steam API doesn't detect ownership of this DLC so SteamGifts doesn't know if one owns it or not.
