Regaurdless of user report or the giveaway report, you should be able to take action on it (or at least change it yourself if you believe it to be wrong)... I could care less about the game key (giveaway) but since the user seemed like he was using this platform to possibly scam I choose user report. But I won't probably won't bother with it.

We can't direct message someone. We typically reply through the tickets, which is not an option with a User Report. Few people look at old giveaways, so I'll use it to make quick requests rather than send a friend request over Steam out of the blue.
You mentioned what happened, but didn't share the chat log in the report, so this was the way I requested that. We will need the proof to confirm things and act on it, as otherwise it may become a he said, she said case.
