The rules you wrote are the general rules of this site, so you should be able to ask Support for a new winner for anyone that did not follow these rules.

Yes you are right! I do if I find someone not follwing the general rules. It happens that concerned persons were already suspended for their misbehavior or do not apply to a "Request New Winner" support ticket reason anymore.
Reasons for the "Request New Winner" support ticket:
Important to mention is the constraint on "Activated Previous Wins" which only seems to be taken as a reason when it happens in the current month.

The rules that OP wrote is the general rule of this site, so it is not considered as special rule. The people who did not follow these rules can have their SG account suspended by support. So OP can ask Support to reroll for a new winner if the person who won failed to follow these rules.
